Quantification of reserved water rights for Black Canyon of the Gunnison National <br />Park. <br /> <br />On March 8th, a group ofthe major objectors, including the CWCB, presented the United <br />States with the conditions we would require for agreeing to a stay of proceedings, as the U.S. had <br />requested. The purpose of such a stay would be to engage in settlement negotiations. The water <br />users want to set up a negotiating team to participate in settlement negotiations (assuming they <br />occur). The team would include water users from both the east and west slopes. We agreed that <br />negotiations will also have to include the environmental groups who filed statements of <br />opposition, but that their interests are probably too different from ours to be on the same team. <br />The U.S. hasn't yet responded. Dave Gehlert, the DOJ attorney handling the case, told John <br />McClow that the United States is doing a thorough review of the application and the various <br />federal entities will meet to discuss it in early June.
