Water transfers would have to be more carefully analyzed by the courts <br />to judge the potential adverse water quality effects of a water transfer from one area to another. The <br />result of such analysis and court rulings and mitigation would be less devastation of one area to satisfy <br />growth demands in another. <br /> <br />It would preserve growth potential by preventing water from being forever lost to all of Colorado <br />because of sales of water to other States. <br /> <br />The initiative would, without question, have an effect by making growth more acceptable to citizens. <br /> <br />Why a 'sunset' provision after 50 years? That length of time should be adequate to assure <br />. protection of the quality and quantity of Colorado's remaining water resources, and to work that <br />protection into the fabric of water law. The citizens should then ~e given an opportunity to I re look' <br />and fine tune provisions in the future.' <br /> <br />Many powerful interests in and out ofCoJorado may oppose this initiative, but the majority <br />of citizens who will benefit with a better future due to the preservation of their water quality and <br />quantity in Colorado should be able to place the initiative on the ballot and prevail in the election <br />results. <br /> <br />
