-.

citizens' concerns about water
and complete river basin fact
sheets, The Commission
recommends that the Board
also assess each basin's water
needs and utilize the state's
existing framework for the
development and conservation
of Colorado's water resources
in coordinating local water
plans.

The mitigation of urban water
transfers. Water nghts are
being transferred from
agricultural use co municipal
use at an ever increasing rate.
This approach to providing
water for growing cities dries
up agricultural lands and
impacts rural communities in
Colorado. Current law does
not require those who buy and
transfer agricultural water
rights out of the basin of
origin to mitigate or provide
compensation for the impacts
these transfers and farm land
dry ups have on local
communities. Therefore, the
Commission further
recommends that the Water
Conservation Board develop
and advocate legislation that -I:
would place mitigation and
compensation requirements
on all rural to urban transfers
that move water out of the
basin of origin.
