Dear Mayor Heil:

This responds to a request that the Federal Emergency Management Agen~y (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS) report for your community in
accordance with Part '"5 of the National Flood Insurance Program (NFIP) regulations. In a letter dated
August 12, 1999, I , Stonebridge Companies, requested that FEMA revise the FIRM
and FIS report to show the effects of a culvert construction and channelization project in the vicinity of
the Melody Plaza subdivision along Tanglewood Creek. The project included installation of one 6-foot
by 4-foot reinforced-concrete box culvert (RCB) from just upstream of the existing 6-foot by 4-foot RCB
under West 121st Avenue to approximately 415 feet upstream of West 121st Avenue and realignment
and channelization ofTanglewood Creek from approximately 415 feet upstream to approximately
490 feet upstream of West 121st Avenue. This request follows up on a Conditional Letter of Map
Revision issued on September 3, 1997.

All data required to complete our review of this request were submitted with letters from Mr. Kevin
Colvett, E.!., Civil Engineer I, Department of Community Development, City of Westminster;
.), P.E., Wright Water Engineers, Inc.; and

We have completed our review ofthe submitted data and the flood data shown on the effective FIRM
and in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations and
floodplain and floodway boundary delineations of the flood having a I-percent chance of being equaled
or exceeded in any given year (base flood) along Tanglewood Creek from approximately 500 feet
downstream to approximately 700 feet upstream of West 121st Avenue. As a result of the modifications,
the Base Flood Elevations (BFEs) for the revised reach from approximately 520 feet downstream to
approximately 490 feet upstream of West 121st Avenue and the widths of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood, and the regulatory floodway decreased. The
base flood will be contained in the channel and culverts from just downstream to approximately 700 feet
upstream of West 121st Avenue. The modifications are shown on the enclosed annotated copies of
FIRM Panel 0004 B, Profile Panel 61P, and affected portions of the Floodway Data Table. This Letter of
Map Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated
September 30, 1988, and the affected portions of the FIS report dated April 2, 1997.
