The February 7 LOMR, requested by Mr. David W. Loseman, P.E., L.S., Senior Projects
Engineer, Floodplain Manager, Department of Community Development, City of Westminster, revised
the effective Flood Insurance Rate Map (FIRM) and Flood Insurance Study (FIS} for your community to
show the effects of channel improvements along Big Dry Creek from Interstate Highway 25 (I-25) to
approximately 750 feet upstream of Huron Street. On June 17,2003, FEMA issued a new FIRM and FIS
report for Jefferson County, Colorado, and its incorporated areas in our countywide format. Because this
effective date for the new FIRM and FIS report was already established, the modifications made by the
February 7 LOMR were not incorporated into these maps and were subsequently superseded. This
LOMR reissue incorporates the modifications made by the February 7 LOMR and revises the newly
effective FIRM and FIS report.

We have revised the FIRM and FIS report to incorporate the modifications made by the February 7
LOMR along Big Dry Creek. As a result, the elevations of the flood having a I-percent chance of being
equaled or exceeded in any given year (base flood) and the width of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the base flood along Big Dry Creek, increased in some areas
and decreased in other areas. The modifications are shown on the enclosed annotated copies of FIRM
Panels 08059CO 1 03 E and 08059CO 111 E, Profile Panels 75P and 76P, and affect portions of the
Floodway Data Table. This LOMR hereby revises the above-referenced panels of the effective FIRM and
the affected portions of the FIS report, both dated June 17, 2003.

The modifications are effective as of the date shown above. The map panel listed above and as modified
by this letter will be used for all flood insurance policies and renewals issued for your community.

A review of the determination made by this LOMR and any requests to alter this determination should be
made within 30 days. Any request to alter the determination must be based on scientific or technical data.
