In a letter dated <br />February 21,2003, Mr. Burt L. Knight, P.E., City Engineer, City and County of Broomfield, requested that <br />FEMA revise the FIRM and FIS report to show the effects of channel modifications associated with the <br />Red Leaf Development along West Lake Channel upstream of Lowell Boulevard. The channel <br />modifications included channelization, channel relocation, and grading. This request follows up on a <br />Conditional Letter of Map Revision issued on September 17, 2002. Although a portion of the project area <br />is shown on the FIRM as in the unincorporated areas of Adams County, this area was annexed by the City <br />and County of Broomfield. <br /> <br />All data required to complete our review of this request were submitted with letters from <br />[ I" P.E., Director of Engineering Services, CVL Consultants, Inc., and Mr. Knight. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />in the effective FIS report. We have revised the FIRM and FIS report to modify the elevations, floodplain <br />and floodway boundary delineations, and zone designations of the flood having a I-percent chance of <br />being equaled or exceeded in any given year (base flood) along West Lake Channel. As a result of the <br />modifications, the Base Flood Elevations (BFEs) for West Lake Channel are contained in the new channel <br />from approximately 200 feet upstream to approximately 2,200 feet upstream of Lowell Boulevard, and the <br />BFEs decreased through the remainder of the revised reach. The widths of the Special Flood Hazard Area <br />(SFHA), the area that would be inundated by the base flood, and the regulatory floodway decreased and <br />shifi:ed to the north approximately 100 feet to approximately 300 feet. The modifications are shown on the <br />enclosed annotated copies of FIRM Panel 0020 E, Profile Panel30P, and affected portions of the <br />Floodway Data Table. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of <br />the effective FIRM and the affected portions of the FIS report, both dated September 30, 1997. <br /> <br />The modifications are effective as of the date shown above. The map panel listed above and as modified <br />by this letter will be used for all flood insurance policies and renewals issued for your community. <br />
