<br />INTERBASIN COMPACT COMMITTEE <br />BASIN ROUNDTABLES <br /> <br />YAMPAlWHITE BASIN ROUNDTABLE <br />HOLIDAY INN OF MEEKER, COLORADO <br />JANUARY 17,2007 <br /> <br />MINUTES <br /> <br />Tom Sharp, Chairman of the Roundtable, called meeting to order. Minutes from the <br />October 18, 2006 meeting were deferred. They will be sent out and considered for <br />approval at the April meting. Those in attendance introduced themselves. <br /> <br />Dan Birch, IBCC representative, gave a report on the IBCC. IBCC has had several <br />meetings around the State. In the past few meetings, the IBCC has completed <br />housekeeping matters. <br /> <br />There was discussion of availability of Energy Impact funds for needs assessments. <br /> <br />There was discussion of proposed water needs assessment related to energy development. <br /> <br />The Application submitted by the Yampa/White Basin Roundtable in concert with the <br />Colorado (but not to include the Gunnison Basin) was ratified. <br /> <br />Kent Vertees presented proposed Environmental & Recreation Water Needs Assessment <br />proposal. Motion approved to develop scope of E&R study. Consensus was to consider <br />final scope at April meeting. <br /> <br />The Yampa pump-back proposal prepared by the Northern Colorado Water Conservancy <br />District was discussed. Sharp described presentation made to the River District on this <br />proposal. He said that the Northern representative had not lUled out including some type <br />of subordination to future Upper Yampa Basin consumptive uses, like the 60,000 acre <br />foot Juniper subordination. <br /> <br />Sharp said he also asked about the impact of this proposal on downstream fish <br />requirements and rafting in the Yampa Canyon. It was agreed that a representative of <br />Northern would make a presentation regarding this proposal at the April meeting. <br /> <br />The Gillis Lang letter received by Roundtable members was discussed. Tom Sharp will <br />thank Mr. Lang for his input. <br /> <br />Input will be solicited from municipal suppliers regarding their needs. A study regarding <br />the impact of coal bed methane development on surface water depletions was discussed. <br /> <br />The next meeting will be April 18, 2007 at 6:00 p.m. in Craig, location to be announced. <br /> <br />Meeting adjourned. <br />
