<br />INTERBASIN COMPACT COMMITTEE <br />BASIN ROUNDTABLES <br /> <br />Yampa/White Basin Roundtable <br />Trappeur's Crossing Resort <br />Steamboat Springs, Colorado <br />October 18, 2006 <br /> <br />Minutes <br /> <br />Tom Sharp, Chairman of the Roundtable, called the meeting to order at 6:00 p.m. He <br />welcomed roundtable members and members of the IBCC who had their meeting prior to <br />the roundtable meeting and stayed. Those in attendance introduced themselves and a <br />Membership List was passed around for members to indicate their attendance. <br /> <br />Minutes from the July 10,2006 meeting were unanimously approved. <br /> <br />Darryl Steel and Dan Birch, IBCC representatives, gave a report on IBCC activities. The <br />IBCC held their October meeting in conjunction with the Yampa/White Roundtable and <br />had met in the same location earlier in the day. The IBCC had a 2 hour discussion of the <br />SB-179 Criteria and Guidelines. Discussion centered around the level of the Basin <br />Account. The IBCC agreed to approve the Criteria and Guidelines (which CWCB has <br />already approved) in their current form, but the issue of the level of the Basin Account <br />would continue to be discussed and possibly changed in the future. Dan Birch mentioned <br />that the import point to remember is the funds are at the discretion of the roundtable (the <br />roundtable has to approve a water activity before it can receive funding), so this is a <br />significant opportunity for the roundtable. Eric Hecox encouraged the roundtable to <br />think about a process for what it means to "approve" a water activity and to think about <br />how folks outside the roundtable can bring ideas to the roundtable. <br /> <br />The IBCC also discussed the technical assistance the State has to provide technical <br />support to the roundtables for their needs assessment. The roundtable will work with <br />CDM (the contractor) on energy task order the roundtable has submitted and on other <br />task orders as they are created. The roundtable's Water Needs Assessment Committee is <br />scheduled to meet after this meeting. <br /> <br />The roundtable heard three presentations on water needs in different issue areas. Geoff <br />Blakeslee and Kent Vertrees gave a presentation on the non-consumptive needs of the <br />Yampa/White basins. They provided a snap shot of environmental and recreational water <br />needs, proposed concepts and methods on developing the non-consumptive portion of the <br />water needs assessment, and plan to put together a non-consumptive task order. Their <br />presentation will be posted on the Yampa/White Roundtable website. <br /> <br />Steve Colby gave a presentation on the Morrison Creek Reservoir. He discussed <br />population trends in the Stagecoach area and said currently water is coming from wells. <br />As the area grows it needs additional water and they are considering a reservoir on <br />
