,r' :i.o;..

A W A response to Question 15.

This is an excellent observation. The south to north orientation of the design storm in the
NWSSSS would indicate that the moisture inflow wind would be from the southeast to east.
This moisture inflow wind is consistent with extreme rainfall storm scenarios. A more complete
discussion can be found in Section 8, page 107. The paragraph on page 108 provides a detailed
discussion on the characteristic that is physically not consistent (not physically possible), i.e. the
application of a k- factor that is greater than 1.00, The paragraph on page 100 should have
emphasized this physical inconsistency instead of the discussion related to moisture inflow
winds.

16. Page 104. What is Figure XX?

A W A response to Questionl6.

The reference to the figure that provided storm curves along with the envelopment curve was
labeled Figure XX in the draft version before final figure numbers were determined. Figure 10.2
on page 124 is the figure that is referred to in this paragraph.

17. Page 107. Several references are noted in paragraph 2 but not listed in the bibliography.
Could we get copies of those references?

A W A response to Questionl7.

It appears that the references are Miller, 1984; Board of Consultants, 1987; NRC, 1987; and
FERC, 1988. These should have definitely been included in the References, The references are
given below:

Miller, J.F., E.M.Hansen, and D.D.
