<br />problems for the San Juan Recovery Program, he added that ESA issues will be addressed m the <br />permitting stage but should be resolvable. <br /> <br />Mancos Water Conservancy District - Jackson Gulch Expansion Project: Mr. Gary Kennedy, through his <br />spokesperson, requested $118,000.00 for their expansion project. The purpose of the grant is for <br />technical assistance regarding permitting, feasibility studies and environmental compliance. The funds <br />will be used to fund a feasibility study for raising the existing dam for additional storage ($80,000), and to <br />fund a feasibility study for a new Lake Mancos dam, reservoir and canals at the borrow area created in the <br />original construction ($38,000). Jackson Gulch Reservoir supplies domestic water for Mesa Verde <br />National Park, the Town of Mancos (535 water taps) and the Mancos Rural Water Company (520 taps). <br />Many people are hauling water and no additional taps are available. The additional water will be used for <br />multiple purposes including irrigation, municipal and industrial, recreation, fire protection, mitigation and <br />hydro power. The water supply is the Mancos River and the Jackson Gulch Reservoir, which are both <br />fully allocated. No other funding partners have currently been approached because of the need for basic <br />information before seeking other funding sources. One primary purpose of the project is to preserve open <br />space and ag land so they don't have to provide water to municipalities, etc. <br /> <br />After the presentations, discussion involved the process to be followed for selection of applications. Steve <br />requested that in the future, all applications be submitted 10 days prior to the next meeting. Concerns <br />arose with whether some of the projects meet established criteria and guidelines. Steve Fearn moved that <br />the SJWCD application be submitted for state funding, with Jackson Gulch and Goodman Point be <br />submitted for basin funding. Discussion continued about the developed criteria and guidelines and how <br />they should be applied. Don Schwindt added that everyone at the table has their own opinion about those <br />criteria and guidelines, and cost sharing is more important to him. Others voiced concern about whether <br />the applications meet our roundtable's goals and objectives. Steve Harris added that the basin account is <br />more under our control than the state fund. Another member said that we want to see good projects, not <br />just indulge in a process of throwing money around. Mike Preston then moved to amend Steve Fearn's <br />motion to send just the SJWCD application to the state and to take our time looking at the basin account <br />applicants, adding that whatever we send up should be quality. Steve agreed to amend, sending SJWCD <br />to the state, and Bob Wolff seconded. It was added that other proj ects have time to meet any basin <br />deadline. Jim Siscoe agreed with Steve Fearn. All agreed that it was a unanimous decision to send the <br />SJWCD application to CWCB for state consideration. Steve Harris reiterated that the CWCB staff will <br />work with that District, and the cover letter must emphasize why this roundtable thinks this is a good <br />proj ect. <br /> <br />Regarding the Goodman Point application, Jenny stated she would like to see some cost sharing because <br />we are essentially being asked to assist a subdivision that never had an adequate water supply. Jim Siscoe <br />noted that the project might help MVIC increase irrigable lands and add in the economic reality of the <br />area. Discussion continued, mostly about refining the process to be followed for selection of applications. <br />Ultimately, the Goodman Point application was approved for submittal for basin funds. <br /> <br />Any of the other applications not approved for either state or basin funds can be resubmitted at future <br />meetings. <br /> <br />3 <br />
