<br />HB 1177 Water Roundtable <br />Dolores, San Juan, San Miguel <br />January 10, 2007 <br />Cortez, CO <br /> <br />Chairman Steve Harris called the meeting to order at 3:00 pm. Introductions were made. It was moved by <br />Carrie Campbell, seconded by Ken Beegles, and passed that the November meeting minutes be approved <br />with the following correction offered by Carrie: In the third paragraph, the term "demographer" was <br />incorrect. <br /> <br />John Porter reported that he had nothing new for the IBCC Feb. 2 meeting in Denver. Harris Sherman <br />has replaced Russ George at the Department of Natural Resources, and John referenced Gov. Ritter's <br />water agenda. He also mentioned the handouts distributed by Steve. <br /> <br />Steve introduced Nicole Rowan from CDM, the consultants helping with technical assistance for the <br />roundtables. If needed, Janice Sheftel is the subcontractor for this area. Other task forces are developing <br />to address basin needs assessments and the matrix utilized to track task orders/project summaries. <br /> <br />Steve then appointed a subcommittee to work with Nicole on task orders: Jenny, Chuck Wanner and Ken <br />Beegles. Chuck will take the lead on this. <br /> <br />The abstract from the La Plata Archuleta Domestic Water System has been pulled and will be presented at <br />the next meeting. <br /> <br />In an effort to give all current applicants sufficient time to present their projects and to allow for <br />discussion, Steve proposed that each proponent take 5 to 10 minutes to present their proposal. A cover <br />letter with approved applications is due to CWCB tomorrow. Chuck Lawler suggested roundtable <br />members might want some general discussion about what each sees as a priority. Mark Ragsdale added <br />that if environmental concerns or an instream flow are not included in any application, the project will be <br />denied. Other comments spoke to the fact that no agriculture application is included in what is before the <br />roundtable today, and there are too many unknowns right now. The suggestion was made to get into <br />these applications and see what shakes out. The Gunnison Roundtable is currently working on which <br />applications should go to the state and which to the basin for funding. Another participant requested that <br />the roundtable hold off making a decision until enough time is available to look at each project so that <br />nothing gets shot down. Discussion continued about the process. Mark Ragsdale added that this <br />roundtable is going to be a review committee for the next 6 months. Ken Beegles suggested that going <br />forward might help some members find answers to their concerns. Steve reminded everyone that the <br />problem is the CWCB deadline we are facing. Another remark suggested that too many specific criteria <br />are required and one size does not fit. <br /> <br />Presentation of Applications <br /> <br />Goodman Point Water Association - J.R. Berry: Goodman Point wants to extend two lines from <br />Montezuma Water Company ("MVI") in order to bring a domestic water supply to homes in the <br />Goodman Point area. Mr. Berry told the roundtable that about 10 miles of line is needed, and volume is <br />not a problem. The Association has commissioned two studies: An environmental study is in process <br />and a preliminary engineering study should be finished in about 8 weeks. The association is asking for <br />$7700 to complete these preliminary studies. Roundtable members questioned Mr. Berry about the <br />engineering and environment studies and where the archeological studies come in since this area is in <br />close proximity to Crow Canyon. It was suggested that the group may need to apply for state or federal <br />funding for the archeological studies. Also suggested was that monies from Rural Development may be <br /> <br />1 <br />
