How far did I miss the target? <br /> <br />The term "projects" is used as a reference to any type of water activity, whether a study, <br />construction, environmental improvement, anything. <br /> <br />Following is a random bulleted summary of the C&R committee's discussion: The bold <br />text is the D-SJ-SM BRT's instruction regarding the specific issue. (based on my draft <br />conclusions ). <br />. Draft criteria as flexible as possible, yet provide sound guidance <br />o No specific guidance <br />. Strict adherence to statute would prevent granting preference to any class of <br />applicants (such as inability to pay) <br />o BRT believes that HB 1177 was meant for small projects that can not <br />afford to pay their own way. Suggested the money available be split <br />with a large portion being allocated and reserved for that basin's <br />projects - a "bank account" to be used as worthy projects are <br />formulated. <br />o If an entity can get a loan, it should not be eligible for SB 179 money <br />o This Basin will have to set its own criteria and priorities <br />o Individual BRT members may have to recuse themselves during <br />action on specific projects <br />. Leaned toward NOT equally dividing the money between the 9 BRTs. However, <br />do not favor granting on a "151 come / 1 51 served" basis <br />o See above paragraph <br />o Interest in having a budget for each basin, such as allocating half of <br />the $10 mil to the basins so the basins can conduct planning then half <br />of the money of competitive statewide. Without a budget the <br />roundtables can only be reactionary on projects rather than planning <br />to meet their needs. <br /> <br />5 <br />
