<br />A comment from one of the CWCB representatives was that he wasn't sure it was such a good idea to <br />make each applicant go through the whole application process. Have an applicant go through a pre- <br />application process. Those approved, without objection, go through the full application process and move <br />forward. Those with objections need more work. As an example, look to those projects with the most <br />value (e.g., multi-use, actual projects versus studies, etc.). Look for the top candidates. A comment was <br />made that a lot of thought went into the application process, but that it doesn't have to be a long process. <br />Particular attention should be paid to threshold criteria #3 - what kind of opposition is out there. <br /> <br />The group was reminded that Referendum A, which would have supported state projects, was defeated <br />and that the 1177 process was designed to tackle the problem of project funding from the grassroots level. <br />The SW ASI process was designed to provide a vision for the basin (e.g., strong agricultural community, <br />tourism, municipal water supply shortages, recreation including world-class fish and wildlife resources in <br />the Basin, etc.) - these criteria could help start framing the process. <br /> <br />Related to the application process, the following was moved, seconded, and passed by the Roundtable: <br /> <br />. Applications up to $100,000 can submit to the chairman (chairman to distribute) for consideration <br />by the roundtable either: (1) an abstract summary of the project not to exceed 2-3 pages if the <br />applicant wants an indication what the Roundtable thinks of the activity and ways to improve <br />prior to a formal application; or (2) a full application if the applicant wants to formally request <br />approval by the Roundtable for funding. Applicants would then appear before the roundtable for <br />question/answer/discussion and possibly a decision whether to fund all or a portion of the project <br />with basin resources or to send the project to the CWCB. <br />. Applications in excess of $100,000 shall submit to the chairman (chairman to distribute) for <br />consideration for question/answer/discussion and possibly a decision to send all or a portion of <br />the project to the CWCB. <br /> <br />The January loth meeting will be in Cortez and a February 7th meeting (the group decided to meet every <br />month until projects were determined) set for Durango.
