<br />HB 11 77 Water Roundtable <br />Dolores, San Juan, San Miguel <br />April 6, 2006 <br />Durango, CO <br /> <br />Chairman Steve Harris called the meeting to order. (Please note: the computer disk used to <br />record this meeting was subsequently lost - minutes prepared from Steve's notes.) <br /> <br />Mr. Harris asked participants what they felt the tasks of this roundtable were. The following is a <br />summary of those remarks: <br /> <br />Review the legislative tasks and outline how to accomplish that <br />Establish a notebook for needs assessment <br />Source out funding for refreshments for meetings <br />Look for assistance with construction funding for more storage <br />Establish the relationship between watersheds, water use <br />Must be collaborative and cooperative because 1177 emphasizes collaboration <br />Need to educate on environmental and recreation issues <br />Really define needs up front <br />Address permitting issues <br />Look at mineral development as it relates to water needs <br />Check accuracy of demographics <br />How we are going to coordinate between basins <br />Not much threat of water competition within state but from New Mexico <br />Start scheduling & plan for construction <br />If Colorado Compact call based on priority, then we need to understand <br />Evaluate where we can develop storage & get going <br />Develop evaporation rate, data collection <br />Look at Forest Service bypass flows <br />Need to make sure existing facilities are kept operational <br />Research and development needed <br />Help La Plata & others keep plans and funding in place <br />Need certainty on how Colorado River Compact water is shared <br />Develop basin vision - how do we want to keep viable Ag, & what is role of Reclamation <br />Ute Mt. Ute - $15 million from settlement could be available for needs <br />M&I needs @ Towaoc <br />Creative funding, basin-wide <br />Need leadership to keep this organized and moving <br />
