<br />Interbasin Compact Committee <br />Basin Roundtables <br /> <br />Dolores, San Miguel, San Juan Basins Roundtable <br /> <br />Meeting Minutes <br /> <br />November 7, 2005 <br />Cortez, Colorado <br />4:30 p.m. - 6:30 p.m. <br /> <br />The meeting opened with introductions of the members present (see sign-in sheet) <br /> <br />The membership list was reviewed. Eric Hecox asked that if there are any <br />changes/corrections/updates that members contact him. <br /> <br />Non-Voting Members <br />There was a discussion of the role and purpose of non-voting members. No one has <br />come forward requesting to be a non-voting member. Steve Harris suggested leaving the <br />seats open until someone comes forward. It was also suggested that there may be some <br />interest from the San Luis Valley. <br /> <br />It was also suggested that someone from the lower Dolores may want to be a non-voting <br />member. A discussion ensued about which roundtable the lower Dolores is on. They are <br />currently on the Gunnison Roundtable as the boundary for the roundtables follows the <br />water division boundaries. Leo Large said he would work with the Chairperson to see if <br />that area should be on this roundtable instead of the Gunnison or if they would like a non- <br />voting seat. <br /> <br />By-Laws <br />The by-laws were discussed in detail. The members went through the by-laws article by <br />article and provided input. The by-laws are being re-drafted by Jenny Russell to reflect <br />this input. The new draft will be distributed to the by-law committee for continued <br />refinement and approval ofthe by-laws was delayed until the next meeting. <br /> <br />The two main unresolved issues include 1) staggered terms for roundtable members and <br />2) decision making rules. In terms of staggered telIDs, there are two options on the table. <br />One is a structured staggering of terms, or alternatively having no structure with the idea <br />that natural attrition achieve a staggering of terms. In terms of decision making rules, <br />there will be further discussion among the members of what consensus means and what <br />to do if consensus is not reached. <br /> <br />Election of Permanent Officers <br />This was delayed until the next meeting in order to leave time for the selection of the <br />IBCC Representatives. <br />
