<br />Mike Applegate replaces Bill Brown from Northern Colorado Water Conservancy <br />District. <br /> <br />Other applications: <br />Fort Lupton will come forward with 2 proposals: one from Basin Account, one <br />from State Wide: <br />Storage lakes for development <br />Karen Bryant with Fort Lupton: Feasibility study for development looking to have <br />to us by March 23; the other one, in August because of cost estimates. <br />Joe Frank: District 64 Reservoir Company will bring a proposal for state wide <br />account; feasibility study to look further into project; partnerships, have met with <br />SPRAP, will review this; augmentation and Platte river recovery program <br /> <br />Basin applications will be considered at every CWCB meeting but must be in to <br />Board 60 days before meeting; thus, would best to have to Roundtable by May <br />then have it to Board 60 days; <br />State wide must be in for September decision; <br /> <br />Eric Wilkinson arrives late after all-day CWCB meeting. Report: <br />Today: Board went through 15 applications; two were withdrawn; one of the <br />things the board did today: latitude given to applications so that applications <br />would get there by today, will not be allowed in future. Every application that <br />was passed today was passed with a plethora of conditions; applications have <br />forgotten that the monies for these applications are state monies and these must <br />meet state standards; budgets, scopes of work, contractors, etc. After the board <br />approves the application, 6 months to enter into a contract that is acceptable to the <br />state. State wide funds are considered every 6 months; if the applications are not <br />adequate, they will be kicked out. If basin wide is not adequate, it will be kicked <br />out, and reconsidered the following second month (basin wide applications <br />considered every 2 months) Rick Brown needed support of the board; board <br />made it clear that there must be precision. Any applicants should talk to Rick <br />Brown; show him your application, find out inadequacies before submitting <br />application. <br /> <br />Eric Wilkinson: CWCB is looking at (whatever is applied for) must address needs <br />within the basin and those needs are identified through SWSI or some other study; <br />either stmctural or nonstmctural; consumptive use and non consumptive use. <br />Provisions of this roundtable: protection of water rights and studies going on that <br />can not be used to abrogate water rights; protection of water rights is cmcial. <br />Projects being approved must meet needs analysis: threshold criteria 2 and 4; <br /> <br />Mike Shimmin: Did Yampa/CO energy needs assessment get approved? <br />Eric: Yes, but with clarification. <br />Concerns of amount: 300,000 <br />Concerns on cooperation with industry: industry is not giving up data; <br /> <br />15 <br />
