<br />Paul Czarmecki: seems like the best way to spend our next few months, <br />educate ourselves. <br />Mike: One thing is the reshaping of mitigation when talking about basin of <br />origin used to be east slope/west slope discussion; alternative is that the <br />water will come from our same basin; so mitigation will have impact in <br />our own basin. Park county, northern Colorado, moving eastern water to <br />Parker. How long before Metro comes for our ground water? <br />Eric H: Another resource available: Ralph Topper: State Geological <br />Survey; much work on groundwater; has put together a groundwater atlas, <br />and aquifer recharge. He will be available. <br />Ralph: www.geosurvey.state.co.us A synopsis of the groundwater atlas <br />can be found there. <br /> <br />--Comment on 1041 regulations and the ability to use those: <br />Mike S: Why is membership so heavily weighted to counties because <br />counties are not water providers? Appropriation, mitigation.. . all will deal <br />with all of these issues. Must make larger scope decisions. <br />Eric W: Bill Brown said nothing in our laws requires mitigation: Water <br />Conservancy Act of 1937; all counties at headwaters of CO River have <br />imposed 1041 s and these require mitigation. As water moves so moves <br />economic potential of future. <br /> <br />Dinner break <br /> <br />6:45 Reconvene: Reagan Waskam; CSU <br />--CSU has extension agents that can work with each of the basin roundtables; <br />--liaison that would serve a number of potential roles: Thad Gord is the South Platte <br />Roundtable extension agent. <br />--what could CSU do to help the basin roundtable? CSU here to help. <br />--strength: educational operation: person to organize education events; <br />--CSU can provide education within roundtable, mainly organize different speakers <br />--Example: Carla Brown Colorado Water Educational Fomm <br />--other possibilities: currently our meetings are being mn according to Roberts Rules of <br />Order; when we shift gears to get into negotiations between selves and other basins we <br />will need to think about how we will hold these discussions; so facilitating discussions is <br />another way to go; CSU extension agent can assist. <br />--CSU agent could be a liaison between our information needs and CSU's resources: <br />augmentation studies, engineering, hydrology, policies; <br />--Water Resources; Colorado State Forest Service.. . all available for our roundtable <br />--Colorado Public Policy Institute: Lyn Kathleen: Survey on values and beliefs. The <br />paper can be found on-line at www.cipp.colostate.edu.Ms. Kathleen is available to <br />present to our roundtable. <br /> <br />Bill Jerke: Back to Values and Mitigation conversation per questions addressed before <br />dinner.
