Up to <br />specific roundtable; governor's appointments could not have alternates; also, <br />discussed that if one of the reps cannot make it, then other rep would have <br />proxy of other /missing rep. Roundtable will take this up at next meeting. <br /> <br />II. Legislative Update: Steve Simms: 4 bills <br />1124: Crop rotational-through house, now in Senate, probably will be <br />passed; <br />1311: refunding of Species Conservation Tmst: following this because we are <br />seeking money from this in order to repay the tmst; this money is needed in <br />South Platte to pay for ES in South Platte Basin; this could potentially affect <br />most water rights; hope for $4 million this year; program to start in October <br />37: Rec bill contentious; stuck in Senate; lots of debate; <br />1352: Gives water court ability to look at impacts on water quality when <br />looking at change in water use; this would give the water court that ability; <br />Looks like it may pass house, unsure of fate in Senate. <br /> <br />Jerke: Rec instream bill: support from Water Congress? <br />Simms: Water Congress not at consensus now; <br />Wilkinson: 37 passed out of Senate, now referred to House Ag Committee; <br />has been amended; version in fi-ont of House limited to three flow rates, <br />limited boating, limited times: memorial day to labor day; daylight hours; <br />85% flow rate - if not, considered futile call. <br />Hecox: SB 179: in front of Senate Appropriations: proposes to use money in <br />operational account, sets aside $10 million a year for next 5 years to <br />implement any agreements that would come out of this process; so if <br />agreements can be reached, there would be funds to implement it; <br />worth supporting <br /> <br />III.
