<br />--Need for maintaining in-stream flows: how to manage minimum flow and <br />provide water for other uses: priority curtailment; <br />--Need to curtail issuance of well permits in over-appropriated basins and areas; <br />--Need to enforce existing water laws; <br />--Need to develop storage to develop junior rights; awareness of need to focus on <br />storage efficiency; <br />--Need to develop inter-jurisdictional communications: IGAs and use of 1041 <br />powers; how to determine the greater good; <br />Solutions: <br />--Pool resources of private districts and other public users; <br />--create more storage-deepen existing reservoirs; <br />--regional water planning; <br />-- IBCR T communication/coordination <br />--develop a more efficient water storage system <br />--building relationships between downstream and upstream users <br />-- Revenue sharing <br />--legislative action, more enforcement, water education <br /> <br />Philo Shelton: A solution that has worked for Central City and Black Hawk; cities <br />have worked together to develop IGAs that are effective; Philo will invite <br />presentation to show how it this cooperation can work. <br /> <br />III. Report on public education from IBCC <br />MaryLou Smith: This group had the most input; copy of these suggestions <br />available in hard copy at meeting. Small Group Discussion of Proposed Roundtable Activities <br />Regional small group meet to discuss the most appropriate ways to move <br />identified potential solutions forward. For each potential solution the groups <br />will discuss whether to pursue: <br />. Technical assistance through the state contractor (HB-1400) <br />. Funding from the Basin Account and/or <br />. Funding from the Statewide Account <br />Suggestions include that for activities proposed for funding fi-om the Statewide <br />Account, the groups should examine how well the proposed activity meets the <br />Evaluation Criteria in Part 3 of the Criteria and Guidelines <br />Park 3 of the Criteria appears below. <br /> <br />Facilitators: MaryLou Smith, Reagan Waskom, Matt Neis_ (?) <br /> <br />How to stmcture: <br />1) When looking at projects you want to put forward: which are ripe which <br />are not so ripe; <br />2) Focus on which fund you would propose the project; <br /> <br />10 <br />
