This
study includes surveying to spot check the USGS topo map, onsite subsurface investigations, the
installation of two small diameter observation wells, percolation tests, laboratory testing, and the final
CWCB feasibility report. The study will cover the three reservoir sites, the pump station, and the pipeline
from the equalizer to Drury Reservoir.

Attached is a map of the site showing the proposed locations for the test borings, the percolation tests, and
observation welis. As shown on the map, we plan to drill five test holes to obtain soil and rock samples
at the three dam sites and will install PVC pipe in two of these holes to provide for observation wells.
We plan to drill five shallow percolation test holes to run seepage loss tests in the reservoir basins. This
will allow us to estimate seepage loss rates at the three sites.

Concerning the recharge and augmentation plan, we plan to use existing well logs and pumping data, which
should be available at the State Engineer's Office, to evaluate the potential for recharge to the South Platte
through the Crow Creek alluvium. Our borelog data and observation well logging will provide additional
information which will help in this determination. Fred Marinelli ofTELESTO will provide this evaluation
and analysis of the potential to use this as a recharge site.

An outline of the scope of work and the cost associated with each component required to provide a CWCB
Feasibility Study is shown in Table 1.

Concerning the schedule of work, surveying and drilling would start approximately 7 to 14 days after we
have approval to enter the properties. The laboratory testing will take approximately two weeks to
complete after drilling the site and the feasibility study will take approximately two months to complete
after we have authorization to enter the property.

New Cache Feasibility Proposal

Page 1

1225 Red Cedar Circle, Suite H · Fort Collins, CO 80524 · (970) 490-2620 · FAX (970) 490-2851
