Source$ of data will be the <br />San Luis Valley Irrigation District (SLVID), Colorado Dtvision of Water Resources, Rio Grande <br />Compact Commission, and U.S. Geological Survey. In completing this work, we would use the <br />products from our previous work for the SL VlD and Rio Grande Water Users Association and the <br />products of others to the extent practical and possible. We understand that the purpose of this initial <br />analysis will be to ascertain the hydrologic feasibility of an enlargement of the reservoir at a <br />preliminary level and that a more detailed hydrologic analysis might be necessary Jater if the project <br />moves ahead. <br /> <br />Iu!s! <br /> <br />1. Assembling and reviewing data and information from company files and from studies by <br />others. <br /> <br />2. Estimating monthly inflows into and releases from Rio Grande Reservoir from historical <br />reservoir contents and flow records. This task woufd show the water flowing into the reser'Voir <br />as welt as the water that was stored in the reservoir under the historical administration. <br /> <br />3. Assessing the effect of Colorado's debit status under the Rio Grande Compact during 1968- <br />85 on the administration of water rights on the Rio Grande and the water availabfe for <br />storage in Rio Grande Reservoir. <br /> <br />4. Assessing the effect that the operation of the CloSed Basin Project would have had on the <br />administration of the Rio Grande during the period it did not operate historically and the water <br />available to Rio Grande Reservoir assuming a reasonable level of Closed Basin Project <br />production. <br /> <br />5. Estimating the additional water that could have been stored In the reservoir under the <br />existing water storage rights and new water storage rights for an enlargement to Rio Grande <br />Reservoir. The findings of the Water Court In the "Tres Rios" Case will be used in estimating <br />the water available under the new water storage rights. <br /> <br />6. Estimating the additional water that could have been regulated in Rio Grande Reservoir <br />under the District's direct flow storage rights and assessing in a general way the potential for <br />regulating water for compact purposes. <br /> <br />7.
