Mr. Tra\1isSmith ,
, Sari Ltii$ Valley Iriigatloil District
RioGrand~ Dam'Proposal
Apri17, 2003
Page 3

valves are much more suitable for regulating flows under high heads than slide gates.
Installation of such a bypass and valve would enable the slide gates to be used much
less frequently.

We qm further explore these outlet works modifications in a future phase of the project

ADDITIONAL STORAGE'VOLUME

You recently sentme a capacity summmy table and a drawing prepared,by Davis Engineering
Service titled "Capacity Study" dated November 13,1998.

We have the capability to use a conlputerprogram to detenninethe area and volwne between
difIerentelevationcontours. To utilize this capability we need an electronic copy of this
topographic map. ,'The drawing has been created electronically and so we should be able to
manipulate the eleCtronic version. Please have Mr. Davis' email it(passagej@yahoo.com). or
send us aCD to: Jim Passage; 16627 Saybrook Dr.N.E., Woodinville, WaShington, 98072.

STUDY REPORT.

The deliverable from our study will be a reconnaissance level report describing our
. reconm1endations for how to raise the dam itself: how to close off the "corral" area and how to
modify the spillway entrance'to allow the storage of 10 to 15 feet of additional water.

Our report will prQvide you with l1x17 size drawings illustrating the concepts in plan and
section.

I' have 'already sent you a package of material on rubber dams, photos showing the location where
the rubber dam would be installed, photos of a 10-foot high rubber dam designed by Harza
, Engineering Company, and photos of a type of stackable, precast concrete block that may be
suitable for raising the dam crest.

Our studywiU include an approximate cost estimate based on a reconnaissance study level of
accuracy. AS such we will include contingencies at 30 percent. We will include the quantities of
the key items So'that the District can separately discuss the cost items with experienced
construction contractors in the region to get their perspective on what the cost might be.

Lastly, the report will include our recommendations for future phase technical activities such as
additional field sampling and testing.

BILLING RATES AND COMPENSATION

As Passage Consulting we are able to offer our clients lower billing rates than larger firms, which
carry higher overhead costs. I propose to bill the District at a rate of$80/hour for all three of the
primarily individuals who will be undertaking this work.

In view of the $10,000 limitation on cost I have estimated the following distribution of effort.
