..

PASSAGE CONSULTING

April 7, 2003

Mr. Travis Smith, Superintendent
San Luis Valley Irrigation District
296 Miles Street
Center, Colorado 81125

Subject: Rio Grande Dam - Raising Dam
Proposal for Engineering Services

Dear Mr. Smith:

As you requested] am submitting this proposal for the District's consideration. You have
indicated the District wishes to investigate the technical and economic feasibility of raising the
maximum rionnal operating level of the reservoir by 10 to 15 feet. This would enable additional
storage to be captured during the spring runofffor use later during the irrigation season.
Accordingly, it is anticipated the surcharged reservoir would only be at the raised elevation for a
relatively short period of time.

I understand the District is anticipating receiving financial assistance from the Colorado Water
Conservation Board (CWCB) to undertake this study and that you wish to limit the cost to no
more thanSl0,OOO.

PERSONNEL

Jim Pas~eand Nabil. Dbaibo will primarily perform this assignment. You may recall Nabil
designedandsilpervisedthe.construction of the drain system installed in the left downstream
abutment. He bas both a master's degree ingeotechnicale:rigineenng and geology. He and Jim
willevaluate optionsfonaising the dam. Nabil will perform stability analyses of the raised dam
sections~ .

Anotherindividual,<,vithexpertiseinstructuralengineer.ng and rubber dams, will work with
Nabiland Jim. He will be working onthembber dam With Jim.

~ - . -.- -. -
. .
. . .
. . , -
'.-. c. _ _ . '-'" ,..
Basedouourknowledge.of thedam, ancithejnformationyou sent to us, we believe that there are
twoprmnising ways to raise the top of the danL.. One would be with a concrete and earthfill
structure<constructed on the crest and extending doWn a portion of the upstream dam face. The
se<:ondapproachwepropQSe to study would be by placing only earthfill on the dam crest and
upstream slope of the dam. .

APPROAcH TO THE WORK

We do notproposetoconsider any alternatives that involve placing new fill on the downstream
face of the dam. . !nour opinionthe downstream face of the dinn is already quite steep, is covered
with rock, . ahdtheoutlet to the tunnel is close to the dam toe.

16627 SaybrookDrive RE.
Woodinville, W.A.98072

Phone:42~78~969
Cell: 206-459-8264
email:passagej@yahoo.com
