<br />THE PROPOSAL ALTERNATIVES <br /> <br />Three approaches could be taken with re~ard to the system needs: <br /> <br />1. Do nothin~: The eventual result bein~ to no lon~er serve the <br />a~ricultural users on the system effectively, <br /> <br />2. Repair as needed: As the facilities and pipes fail at an increas- <br />in~ rate, it becomes increasin~ly non-cost-effective, <br /> <br />3. Install a new piped Irri~ation System: A new system will sharply <br />reduce the maintenance and repair needs for years to corne. Also, <br />a new delivery system will allow our full increment of water to be <br />delivered, allowin~ more farm land to a~ain become productive. <br /> <br />SYSTEM DEFICIENCIES: <br /> <br />It should be noted that even if the supply pipelines were all in ~ood <br />repair (which they are not - some remain partially collapsed), desi~n <br />deficiencies still wouldn't allow the full share delivery. The lower <br />network can not carry the full flow. To push enou~h water to deliver <br />an adeq~ate flow to the ends of the system overfills the open ditches <br />alon~ the way. This is another problem that needs to be addressed <br />under a re-desi~n of the system. <br /> <br />We have 230 shares of GVI water (2.38 cfs), but in a 1995 measurement <br />by Grand Valley Irri~'n., only 125 shares could pass thru (1.25 cfs). <br /> <br />FUTURE DEVELOPMENT IMPACT: <br /> <br />It should also be taken into account that this area is be~innin~ to <br />develop, particularly the east end. The city is encoura~in~ ~rowth <br />in this area. Demands on the system will only increase, lar~ely to <br />the detrement of the a~ricultural user. Tilton Lateral needs to an- <br />ticipate these trends, and be in a position to meet their demands. <br /> <br />THE PROPOSED NEW SYSTEM: <br /> <br />Tilton Lateral Irri~ation System travels approximately one-mile from <br />the Head~ate 160 on the Grand Valley Canal near Orcahrd and 30-Road, <br />to the south side of the UP Railroad main-line. This UPPER section <br />is entirely piped, with the uppermost 1000 feet just completed. It's <br />the LOWER section, south of the tracks, that this proposal involves. <br /> <br />From the Railroad Tracks, about 1300 feet west of 30-Road Crossin~, <br />it is proposed to construct a new concrete inlet structure. This new <br />structure will establish a head-level from which a pressurized piped <br />network can extend out it's two main branches. <br /> <br />Existin~ open ditches and low-head PVC pipes will be replaced with <br />new hi~h-head under~round pipe. <br /> <br />a. Tilton Lateral is lookin~ to replace up to 2500 feet of old low- <br />head irri~ation pipe that is collapsed or leakin~, <br /> <br />b. To replace up to 10,000 feet of old open cement ditch that is bro- <br />ken, cracked, leakin~ and settled. (Some areas can no lon~er run <br />water), <br /> <br />-~- <br />
