PROBLEMS AND OPPORTUNITIES

This section discusses known problems or concerns as well as potential problems.
Problems were identified by stakeholders as well as by statuatory concern. The
problems noted are related to the six resources the Natural Resource Conservation
Service is charged to preserve. The problems/concerns are presented in table fashion
below. An indication of the location and extent of the problem is provided in the "Extent
of Problem" column. Because only a preliminary investigation was conducted some
information isn't available.

Each year the river becomes silty from diversion construction. The fishability of several
hundred meters of the Yampa River is reduced due to the resultant sediment load. The
Vampa river channel hydrology is changed by excation associated with diversion
construction. The macro-invertebrate habitat in the vicinity of the construction is
negatively impacted. This in turn has a negative effect on the fisheries.

In each passing year diversion rebuilding becomes more difficult and costly to perform.
This is due to the diminishing supply of earthen materials in close proximity to the
'7 construction sites. At s2.!!!Jlle point this may make it economically infeasible to irrigate
~ the 5,000 acres in the watershed.

Bank sluffing occurring in the area is degrading the stream quality and negatively
impacting the soil resource. The result is a decrease soil health.

The endangered fish habitat provided by the river is impacted annually by the
construction.

The river is used by kyakers, who face the potential of being caught in the diversions.
There are five..diversions located within the project area.

~ct.\Pe1H '1

Hayden 10
