We enclosed a summary of this meeting, attended by 30 ditch
owners, NRCS officials & public.

Alternate 6 seems to be the one we are zeroing in on. Present practice is for the
ranchers to construct temporary dams across the river to raise the low flow
water level to the inverts of the respective headgates. These dams excavated
from the river substrate wash out every spring except for the bottom remnants
of cobble. The river then tends to by-pass what remains of the structure
causing further erosion. We believe that the time is not far off when it will be
impossible to build these dams.

We will be meeting with key players next week to recommend an alternative
and to proceed with the organization of irrigation district or equivalent so that
there will be a legal entity to deal with.

So far, NRCS and USBR has picked up the tab for the initial reconnaissance
work & field surveys.

Hopefully I will see either or both of you at the CWC I CWCB meeting at
Northglenn to discuss the funding of this project.

M1.st}i"cerelY,
~f~
John R.
