Box 475 <br />Durango, CO 81302 <br /> <br />Re: Loan Request-Penstock Rehabilitation <br /> <br />Dear Fred: <br /> <br />This fall, our district will take on the task of penstock rehabilitation. It came to the <br />attention of our district a few years ago that the original coal tar coating within the pipe is <br />deteriorating. We began to research alternative finings and coatings, and grants to cover Ihe <br />cost. The most economical solution we found was the Wasser MC tar coating described in the <br />enclosed summary. <br /> <br />The Board has accepted a bid of $57,000.00 from R&M Construction & Services to apply <br />the Wasser MC coating and plans to start and complete the project as soon as the irngation <br />season has ended. We have enclosed a summary explaining the project in more detail. <br /> <br />We have been unable to obtain a grant to help cover the cost of the rehabililation, To do <br />so would jeopardize the integrity of the penstock pipe itself. We Iherefore find ourselves <br />requiring a loan to cover the cost of the rehabilitation and are asking your board of directors to <br />consider loaning our district the amount of the rehabilitation. The district will raise water rates to <br />cover the cost of the loan. <br /> <br />You will note that at the same time the penstock rehabilitation is taking place, the dislricl <br />will also be installing a 12" tee onto the penstock, This is the result of several years of discussion <br />with the Town of Mancos, tile Mancos Rural Water Company and Mesa Verde National Park, <br />The result of the tee will be to increase the usable water for these three municipalities, which will <br />give them a more reliable water source. The penstock will be charged year 'round to service Ihe <br />M&I users. Please note-the district is not asking for additional loan funds 10 install the tee, It was <br />practical for the tee to be installed at the same time as the penstock rehabilitation. The dislrict <br />can expect to be reimbursed by the three entities for installation of the tee, <br /> <br />Thank you for your consideration for this loan, If you have an~' questions, feel free to <br />contact Gary Kennedy at (970) 533-7325.
