Subject: Rehabilitation of the Jackson Gulch Dam Outlet Works Penstock, Jackson Gulch Dam,
Mancos Project, Colorado

Dear Mr. Graf:

Since the completion of construction of the Mancos Project, we have been an active participanl in the
inspection and evaluation of the performance of Jackson Gulch Dam. In April 1997, during our
inspection of the dam and outlet works, we noted that the outlet works penstock coaling had become thin
and brittle and was in need of rehabilitation. Inlhe Fall 1997, spot repairs were made to the penstock
coating. In August 1999, we completed a Comprehensive Facilily Review of the dam and associated
features. During the mcchanical inspection of the oullct works penstock, it W:1S a~ainn(lted thai Ihe
penstock coating was thin and brillle and in need of rehabililation. Replacemcnt of thc coaling should he
completcd as soon as possible to maintain the integrity of the pcnstock structure.

As a matter of history, the penstock has been inspected annually by Reclamation. We understand that the
District also inspects the penstock on an annual basis. In areas where the penstock coating has L'raeked or
peeled, spot repairs have been done on a timely basis to prevent major degrad;ltion of the penstock wall.
Considering that the penstock coating is 50 years old, it has been kept in good condition.

We understand thai must of the Di~.Irict's oper~lting funds were depletcd sevcral years ago on an
emergency repair or the inlet canal which reeds Jackson Gulch reservoir, and that you have applied for a
low interest loan to complete rehabilitation of the penstock lining. We will support this errort, and will
be involved in the evaluation of the rehabilitation. If you have any questions or comlllents, please contact
