In April 1997, during our <br />inspection of the dam and outlet works, we noted that the outlet works penstock coaling had become thin <br />and brittle and was in need of rehabilitation. Inlhe Fall 1997, spot repairs were made to the penstock <br />coating. In August 1999, we completed a Comprehensive Facilily Review of the dam and associated <br />features. During the mcchanical inspection of the oullct works penstock, it W:1S a~ainn(lted thai Ihe <br />penstock coating was thin and brillle and in need of rehabililation. Replacemcnt of thc coaling should he <br />completcd as soon as possible to maintain the integrity of the pcnstock structure. <br /> <br />As a matter of history, the penstock has been inspected annually by Reclamation. We understand that the <br />District also inspects the penstock on an annual basis. In areas where the penstock coating has L'raeked or <br />peeled, spot repairs have been done on a timely basis to prevent major degrad;ltion of the penstock wall. <br />Considering that the penstock coating is 50 years old, it has been kept in good condition. <br /> <br />We understand thai must of the Di~.Irict's oper~lting funds were depletcd sevcral years ago on an <br />emergency repair or the inlet canal which reeds Jackson Gulch reservoir, and that you have applied for a <br />low interest loan to complete rehabilitation of the penstock lining. We will support this errort, and will <br />be involved in the evaluation of the rehabilitation.
