<br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />Chapter I - Introduction <br /> <br />Chapter I - Introduction <br /> <br />Boyd Lake Dam is presently classified as a Class I embankment dam by the SED and is <br />located on the east side of the City of Loveland, in Larimer County, Colorado. Figure I-I shows the <br />project location. The dam is owned and operated by the Greeley and Loveland Irrigation Company <br />(Company). Additionally, the Colorado State Parks has recreational surface rights to Boyd Lake. <br /> <br />The Boyd Lake Dam outlet system consists of a high-level diversion and low-level outlet <br />works. This study focuses on the low-level outlet works, which is the primary dam outlet. It consists <br />of a 400-foot long, 4-foot by 4-foot box culvert, which flows into a gate chamber and then into a 4- <br />foot high by 3-foot wide cast-in-place concrete arch tunnel for approximately 300 feet. The tunnel <br />coveys water into an outlet box then into a 1 ,800-foot long, 36-inch diameter corrugated metal pipe <br />(CMP). The CMP conveys water to the outlet, located upstream of U.S. Highway 34. The 300-foot <br />concrete arch section is the portion of the outlet pipe that crosses under the embankment and is the <br />critical section with respect to a dam safety perspective. <br /> <br />A report prepared by Gauthiere Engineering, dated January 23, 2002, describes the <br />deficiencies ofthe outlet system. The report is presented in Appendix D. Presently, the SED is not <br />requiring the Company to replace the system, however, the SED has indicated that they are <br />concerned with the safety of the dam due to the deteriorated condition of the outlet system. The <br />Company is planning on replacing the outlet system before the SED imposes reservoir restrictions. <br /> <br />The purpose ofthis feasibility study is to select a financially sound alternative to construct a <br />new low-level outlet at Boyd Lake Dam, which meets SEO criteria and will enable the Company to <br />ensure future water deliveries to its shareholders, while protecting public safety. <br /> <br />Boyd Lake Dam Outlet System Feasibility Study <br /> <br />1 <br /> <br />1f30VLE <br /> <br />./ <br /> <br />/ <br /> <br />/ <br />
