<br />October 17~ 1994 <br /> <br />Mr. William Green P,E. <br />Colorado Water Conservation Board <br />1313 Sherman Street Room 721 <br />Denver Colorado 80203 <br /> <br />RE: Plan of Study for the Leroux Creek Water Association <br /> <br />Dear Mr. Green: <br /> <br />Thank you for your letter notifying the Association that grant funds are <br />available for studying the feasibility of expanding the storage capacity of the <br />association's reservoir system. As was mentioned in our letter of interest for <br />grant funding, the association would like to have its engineer consider the <br />feasibility of restoring two reservoirs which were previously breached and also <br />look at enlarging some of the existing reservoirs, The Association already has <br />the water rights (and water available) to each of the sites under consideration. <br />Discharge from each of the sites would flow into the LeRoux Creek drainage system <br />for storage in the equalization reservoir at the bottom of the system. <br /> <br />The planning study for which the Assocaition is currently requesting assistance <br />would provide guidance as to the costs and problems associated with enlarging <br />existing reservoirs, reconstruct breached reservoirs and/or to construct a new <br />reservoir. Recommendations will be made on which of the alternatives are most <br />feasible and which if any of the projects are feasible at this time. The <br />feasibility will be based on environmental issues as well as technical and <br />economic feasibility. Because each of the potential sites is on US Forest <br />Service property, we are working closely with representatives of the USFS to <br />determine which sites they consider to be most feasible. It is unlikely that <br />we could find a cost effective site for a new reservoir which would not have <br />overwhelming environmental problems, so for the moment new site options have been <br />put on the back burner. The engineering study will determine an est imated <br />capital cost and cost per acre foot stored looking at several different <br />capacities for the two breach sites. Volumes per foot of dam will also be <br />determined. In the mid-1970's the option of expanding the Bailey reservoir was <br />examined. That option would be re-examined with the costs being updated. The <br />cost-benefit of expanding the Bailey will be compared with the cost-benefit of <br />renovating the breached reservoir sites at the Sheepsdrive and Lost Hunter dams. <br /> <br />The Association has been working for several years on finding sites to store <br />addi tional water. We would 1 ike to appl y the expenses incurred toward our match. <br />We are also in the process of repairing another dam, the Elk Wallows, and would <br />like to apply those engineering costs as part of our match. The Association cash <br />fund all of the costs of the current study which exceed the amount of the grant <br />and will likely cash fund the design work associated with the additional storage <br />and with the repair of the Elk Wallows.
