services agreements- will be evaluated by the State Personnel Director. Please identify those-

a brief explanation regarding why those criteria are applicable. Note that FfE limitation is not
a criterion for approval.

CRS 24-50-503; Directors Procedure P 13-1-3. The contract meets all of the
relevant cost savings tests. (Supplemental "Cost Analysis" form must be
completed. )

CRS 24-50-504 (2) (A); Procedure P 13-1-4 (C). The contract is for an existing
state program never performed by state employees. Or, the contract is for an ex-
isting state program which is different in scope or policy from the programs
carried out by state employees.

which statutorily authorizes the performance of the program by independent
