Federal Emergency Management Agency
Washington, D.C. 20472

CERTIFIED MAIL
RETURN RECEIPT REQUESTED

IN REPLY REFER TO:
Case No.: 99-08-284P

The Honorable Nancy M. Heil
Mayor, City of Westminster
4800 West 92nd Avenue
Westminster, CO 80030

Community: City of Westminster, Colorado
Community No.: 080008
Panel Affected: 0007 D
Effective Date of AUG 1 6 1999
This Revision:

102-I-A-C

Dear Mayor Heil:

This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
Flood Insurance Rate Map (FIRM) for your community in accordance with Part 65 of the National Flood
Insurance Program (NFIP) regulations. In a letter dated May 20, 1999, Ms. Sheila Beissel, P.E., Senior
Civil Engineer, Department of Community Development, City of Westminster, requested that FEMA
revise the FIRM to correct a mapping error along Middle Branch Highlands Creek from approximately
100 feet downstream to just downstream of Raleigh Street. In a Letter of Map Revision (LOMR) dated
April 23, 1999 (Case No. 99-08-112P), the boundary delineations of the Special Flood Hazard Area
(SFHA), the area that would be inundated by the flood having a I-percent chance of being equaled or
exceeded in any given year (base flood), and the limits of the revised area were inadvertently mapped
incorrectly, and the base flood elevation (BFE) of 5,450 feet located approximately 350 feet upstream of
West 99th Place was incorrectly designated as 5,449 feet.

All data required to complete our review of this request were submitted with letters from Ms. Beissel.
Because this LOMR is being issued to correct a mapping or study analysis error, fees were not assessed
for the review.

We have completed our review of the submitted data and the flood data shown on the effective FIRM and
in the effective Flood Insurance Study (FIS) report. We have revised the FIRM to modify the floodplain
boundary delineations and to correct the BFE designation along the revised reach of Middle Branch
Hylands Creek. As a result of the modifications, the BFE for Middle Branch Hylands Creek increased,
the SFHA width increased in some areas and decreased in other areas, and the limits of the revised area
were modified to extend from approximately 100 feet downstream of Raleigh Street to approximately
350 feet upstream of West 99th Place. The modifications are shown on the enclosed annotated copy of
FIRM Panel(s) 0007 D. This LOMR hereby revises the above-referenced panel(s) of the effective FIRM
dated April 2, 1997. Because the BFE located approximately 350 feet upstream of West 99th Place was
correctly published as 5,450 feet, it will not be republished at this time.

The modifications are effective as of the date shown above. The map panel(s) as listed above and as
modified by this letter will be used for all flood insurance policies and renewals issued for your community.
