Federal Emergency Management Agency Washington, D.C. 20472 OCT 292002 CERTIFIED MAIL RETURN RECEIPT REQUESTED IN REPLY REFER TO: Case No.: 02-08-507P The Honorable Martin Flaum Chairman, Adams County Board of Commissioners 450 South Fourth Avenue Brighton, CO 80601 Community: Adams County, CO Community No.: 080001 Panel Affected: 0800lC0065 G Effective Date of NOY 29 2002 This Revision: 102-I-C Dear Mr. Flaum: This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective Flood Insurance Rate Map (FIRM) for Adams County, Colorado and Incorporated Areas, in accordance with Part 65 of the National Flood Insurance Program (NFIP) regulations. In a letter dated August 22, 2002, , P.E., Drainage Design Manager, MKCIPTG, requested that FEMA revise the FIRM to show the effects of the E-470 Tollway, Segment IV, construction project along Second Creek. The project included construction of State Highway E-470 (E-470) approximately 1,350 feet upstream of Tucson Street; installation of twin 10-foot by 4-foot reinforced-concrete box culverts in the left overbank (looking downstream) at the E-470 crossing; installation of a drop structure approximately 600 feet upstream ofE-470; and channelization from approximately 300 feet downstream to approximately 300 feet upstream ofE-470. This request follows up on a Conditional Letter of Map Revision issued on April 11, 200 I. The Special Flood Hazard Area (SFHA), the area that would be inundated by the flood having a I-percent chance of being equaled or exceeded in any given year (base flood), along the affected reach of Second Creek is designated Zone A, an SFHA where no Base Flood Elevations have been determined. All data required to complete our review of this request were submitted with letters from 1 ). We have completed our review of the submitted data and the flood data shown on the effective FIRM. We have revised the FIRM to modify the floodplain boundary delineations of the base flood along the revised reach of Second Creek. As a result of the modifications, the width of the SFHA for Second Creek increased in some areas and decreased in other areas. The modifications are shown on the enclosed annotated copy of FIRM Panel 08001C0065 G. This Letter of Map Revision (LOMR) hereby revises the above-referenced panel of the effective FIRM dated August 16, 1995. Because this revision request also affects the City of Brighton, a separate LOMR for that community was issued on the same date as this LOMR. The modifications are effective as of the date shown above. The map panel listed above and as modified by this letter will be used for all flood insurance policies and renewals issued for your community. A review of the determination made by this LOMR and any requests to alter this determination should be made within 30 days. Any request to alter the determination must be based on scientific or technical data.
