FEMA is taking this action in accordance with Part 65 of the National Flood Insurance
Program (NFIP) regulations. During a recent review of the effective FIRM and FIS report, we determined
that several streambed elevations used in the effective HEC-2 hydraulic model, prepared by MSM/SP Group,
dated April 3, 1984, for Tributary M of Niver Creek (Tributary M) were not consistent with the information
shown on the effective topographic work map entitled "Federal Heights Flood Insurance Study-l 00 Year
Floodplain-Tributary M Niver Creek," also prepared by MSM/SP Group, dated April 5, 1984. These
streambed elevations were corrected, and the effective hydraulic model was rerun to determine the correct
effective elevations of the flood having a I-percent chance of being equaled or exceeded in any given year
(base flood) along Tributary M from approximately 250 feet downstream to approximately 120 feet upstream
of Bryant Drive.

We have completed our review of the flood data shown on the effective FIRM, FIS report, topographic work
map, and hydraulic model. We have revised the FIRM and FIS report to modify the base floodplain
boundary delineations and the base flood elevations (BFEs) along Tributary M from approximately 250 feet
downstream to approximately 120 feet upstream of Bryant Drive. As a result ofthe modifications, the BFEs
for Tributary M and the width of the Special Flood Hazard Area (SFHA), the area that would be inundated
by the base flood, increased. The modifications are shown on the enclosed annotated copies of FIRM
Panel(s) 08001C0307 G and Profile Panel(s) l51P. This LOMR hereby revises the above-referenced
panel(s) of the effective FIRM and the affected portions of the FIS report, both dated August 16, 1995.

The following table is a partial listing of existing and modified BFEs:

Location

Existing BFE
(feet) *

Modified BFE
(feet) *

Approximately 100 feet downstream of Bryant Drive
Just upstream of Bryant Drive

5,392
5,394

5,397
5,400

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest whole foot
