<br />Thinks letters to S enator Schwartz that talk about the unique oppo rtunity that sub - <br />districts provide and inadequacy of current leg islation to take advantage of them would <br />be valu ab le - - perhaps she needs to understand that the formation of these sub districts <br />and their operation is a function of S B 222 , which states that these sub districts HAVE <br />to recover aquif er and p rotect senior surface w ater rights — there is a misconception by <br />some that SD’s will not achieve this — actually protection of surface rights is an important <br />component of any plan that sub districts may develop and implement — any letters that <br />would support the ca rrying and passage of this bill would be appreciated <br /> <br />Doug S suggested a lso writing to Rep resentative G allegos who is vice chair of the <br />House Ag Committ e e - not ed that sub district plans have to be approved by DWR and <br />water court so that surface rights w ill be protected — that’s the way the leg islation was <br />written — still have a very onerous task ahead of us to implement this <br /> <br />Mike G — this is a serious issue for us — ta lked over many meetings about sub districts <br />and their challenges ahead — th is bill is very crit ical if they are to be successful — letters <br />are in order — refer to RGWCD legislation — provided Senator Schwartz ’s e - mail : <br />gail.schwartz.senate@state.co.us and office phone number: (303) 866 - 4871 <br /> <br />Hold ups — there are some individuals / constituents that have indicated that it’s not a <br />good B ill — need to address their concerns — mostly need to express support and its <br />importance <br /> <br />Doug — The B ill is in formation and language being developed and passed around <br /> <br />Ray — m ay be premature to provide input — when it gets introduced and is posted on - <br />lin e — then people can review it – Senator Schwartz was clear to attorney Bill Paddock <br />that she’d like to see local differences cleared up on the local level — she is holding the <br />slot op en for it in late bill status <br /> <br />Doug — suggests that if something comes up before Roundtable that we send message <br />to Commissioners, cities, etc and invite to Roundtable as needed <br /> <br />Mike G — have we made an outreach effort to our constituencies? <br />- only with an edu cated community can we talk about water issues constructively ! <br /> <br />Presentation on the H abitat Conservation Plan (HCP) for the Southwestern Willow <br />Flycatcher and other Endangered Species along Rio Grande in Colorado <br /> <br />Mike G i ntroduced (as part of our on - going education!)
