Limits on distribution?
Fred - notes that only two basins have unappropriated water and see them getting a
lot of water to deal with that — thinks it’s ok when it’s something of benefit to the
whole state - possibly the South Platte where so much land was dried up — if can ID
something that affects the whole state, be flexible!
Travis — prefers that there NOT be percentages — thinks Steve and Ray will
represent us well in presenting projects
Fred — doesn’t want to see good efforts blocked when there is statewide interest and
needs
Doug — sees that the IBCC’s role in some way s is to mediate between two RT’s that
aren’t getting along!
Mike G. - do we want to see that there is some allocation to every basin and the rest
in a pooled pot? Does the money roll over if not spent this year? Can there be multi -
year projects?
Ray - look at North Platte where needs are minimal vs other areas
Steve — has some fears about uneven distribution of this money — also sees the
diversity of the Boards will balance that out — wants members to think about this and
give feedback on this
Paul - if there is a n uneven distrinution or unfair — the process would lose
credibility — perhaps a minimal allocation to every RT will keep people in the game —
there are possibilities for unfair distributions
Doug - the legislature will want to see money going all around the stat e

Roles and Responsibilities
- See memo
Fred - relationship to land use
Ray — inherent and available to us to consider

IBCC
- working group?
Page 8 of 11 RGBRT
Minutes

June 12 , 2006
