Paul — put the responsibility on the RT to submit valid pr ojects and proper entities <br /> <br />Fred - would like to see a local water and san district be eligible <br /> <br /> <br />Steve V - IBCC asked specifically that RT address direction on proxies and alternate <br />members? Can they vote? Are proxies allowed? Can someone other than an <br />a lternate be a proxy? ETC. Thinks it’s silly and RT’s should be able to decide for <br />themselves. <br />General discussion - seems that proxies alright as long as person is from the Basin <br />RT and not from elsewhere. We have appointed an alternate and are comfortable <br />with that. Others are not a comfortable. Question that Gov. appointed <br /> <br />Ray — so far much of the IBCC has been process - charter, etc. Hope that there will be <br />more opportunity for what he originally thought it would be — reps from the around the <br />state getti ng to know more about the issues and other basins . <br /> <br />Project possibility - <br />Ray presented the possibility of the North Star Farm project. Was the South Farm — <br />previous attem pt to buy failed. <br />34 circles <br />12000 AF consump tive use — no surface water <br />Excessive use of ground water has affected Saguac he Creek and downstream uses <br />Trying to find solutions to this <br />We’re organizing a brainstorming session to look into feasibility of package so that when <br />NS Farms sells this time that all or most of irrigation would disappear — have id’d group <br />with knowledge and interest to develop plan. Need to have CDOW at this for many <br />reasons — Russell Lakes effects and possible well regs – TNC - Mishak Lakes — many <br />people and entities could be affected and a huge win - win if we can pull it off.
