Mike G — notes that there should be no new net use of water in any new sub - div isions
- that’s the rule anyway

Question posed to entire group:

Is this RT willing to say that sustainability is the biggest issue facing us?

General agreement among all!

So, all other projects will be held back unless we can make the case th at any proj ect
addresses this specifically

Now — go back to list developed last week at N eeds Assessment Sub Committee - see
report — these are not necessarily well defined projects or issues.

Ex - S torage — Mel’s arguments about storing in high altitude, issues re RG Res,
Terrace, Platoro, what role does storage have in our sustainability?

1) Storage

2) Aquifers
- what do we know? What do we need to know? Depletions , rec harge?

3) Sub - districts

4) Compact compliance — always affects everything

5) Augmentation – confined aquifer - for M&I — how will affect all wells?

6) Ecological and recreational issues — also involved in every issue

Ideas — ex -- maybe we need to get $50,000 from our $1 million to evaluate storage
questions

John Shawcroft — seems we’ve ignored domestic use in ou r planning — wonders how to
give aug mentation credit where recharge is happening — where domestic water has
failed, how to address

Charlie — ag r ee s with outline very much — one aspect that needs to be mentioned is: If
the major part of the so lution is reducing a g use (20 - 30%) then a commensurate
reduction in economy of SLV — then need to look to other sources of income, then other
projects become important as well — such as tourism

Fred — if sub districts are a solution, one is organiz ed, then why aren’t they being
de veloped more timely manner?

Page 5 of 13 RGBRT
Minutes

October 9 , 2006
