<br />Travis-presented re in stream flows-many in SLV-Ieg authorized inf program in 1973 <br />understanding changes in CO, urban growth, deal with preserving the natural env to a <br />reasonable degree-mainly dealt with idling streams on fed public land to try to get <br />some standing - whole series of amendments in1973 - been a successful (albeit <br />controversial) program to try to preserve natural env (debatable) to reasonable degree <br />(debatable)-CWCB is holder of instream flow rights-part of staff is charged iwht id <br />steream reaches-long process -public notice-many other states now modeling <br />Colorado's <br /> <br />State of CO has big investment in Alamosa River-this proposal trying to restore natural <br />env and a healthy stream reach-would acquire senior rights and donate them to <br />CWCB through cooperation with Terrace Irrigation Company-"very creative"-meets a <br />lot of the RT criteria and is a collaborative effort-one piece of big puzzle <br /> <br />Paul-believes this proposal addresses sustainability <br /> <br />Ron-presented re proposal-see attached <br /> <br />Discussion re proposal= <br /> <br />Steve V-addressed construction of the spillway and long term decline-been patched <br />multiple times- there are significant issues and damage caused any time spill way has <br />been used-if it failed there would be trouble for downstream communities <br />asked about 2000 AF of storage-would not be "new" but restored capacity <br /> <br />Cindy- noted that matching funds are required to access already allocated funds <br /> <br />Ray- asked about storage issue with Terrace Company <br /> <br />Ron-Terrace would dedicate 2000 AF instream flow water <br /> <br />Ray-asked about "fatal flaw" of instream flow in Alamosa River-loss down to Hwy <br />15-how much water needed for this? <br /> <br />Paul-this has been discussed at every meeting for the last 5 years-can be loss of 27 <br />to 35% in 02-100% loss a 3' release only made it 2/3 of distance-no study in winter <br /> <br />Ray-what are goals, what quantity of water and to where <br /> <br />Paul- goal-water to CR 10- 2 miles east of Capulin-8-10 cfs release is estimate-a <br />hydrologic model would help answer this <br /> <br />Ray-recalls that original channelization of Alamosa River was due to ice dams-how <br />addressed? <br /> <br />Ron-that is an issue-may have to adjust release times <br /> <br />Page 5 of 11 <br /> <br />RGBRT <br /> <br />Minutes <br /> <br />December 12, 2006 <br />
