<br />Ray called for nominations for Vice-Chair, and Doug Shriver was unanimously <br />appointed Vice-Chair. <br /> <br />Recorder: <br />Ray called for nominations for Recorder. Travis Smith nominated Rio del a Vista, who <br />was seconded by Doug Shriver. Rio was unanimously declared the Recorder. <br /> <br />Report by IBCC Representatives: <br />Ray Wright reviewed the first meeting of the IBCC. Russell George addressed the <br />meeting, again outlining the purposes of the IBCC and the roundtable process. <br />Facilitators from CDR being introduced who subsequently ran the meeting followed this. <br />The IBCC members were asked to introduce themselves and to give their comments. <br /> <br />This was followed by discussion as to the need and timetable to develop the Charter for <br />submission to the legislator before the end of this session. A draft of a document had <br />been prepared for the representatives to work with. Similarly, draft of Principals and <br />Bylaws were handed to representatives for the representatives to work from in <br />preparation of drafting Bylaws. Eric said copies of these drafts were sent to the R.G. <br />Roundtable representatives and Ray asked for comments from those present before the <br />next IBCC meeting on March 3, 2006. Ray said he felt it necessary that alllBCC <br />representatives had some knowledge of the issues confronting each Basin, including <br />not only water but also how this affected their economies and quality of life, and had <br />suggested each Roundtable prepare a "White Paper" regarding these issues that would <br />be distributed to the IBCC members and representatives of the other Roundtables. <br /> <br />Steve Vandiver said he had gone to the IBCC meeting optimistically, but came out <br />feeling pessimistic. He said he felt the legislation was not clear on a number of issues <br />and that these should have been clarified before the I BCC had to prepare a Charter as <br />to how it would function. There were basic issues that, unless they were addressed <br />relatively quickly, the process would fail. He said many representatives did not yet have <br />a level of comfort regarding the process. <br /> <br />Steve said that staff from CSU had prepared the draft Charter and Bylaws from <br />literature reviews and interviews with IBCC members. Steve also said it was important <br />that the basin-of-origin of water required some protection in the future process and that <br />without this the concepts might fail. <br /> <br />Mike Gibson spoke briefly about his observations of the IBCC meeting, saying that he <br />left both optimistic and pessimistic, as there were many issues that needed to be <br />overcome, including the process, definitions, and an awareness of the perceived issues <br />of each basin. Mike said there were obviously members of the IBCC who were not <br />familiar with the broader issues in the state, while other members are very familiar with <br />their specific issues and those of the state.
