<br />. Mike Hackett asked why the matter had not been addressed of Alternates for the <br />two representatives from this Roundtable to the IBCC. Rio said that this had <br />been considered but the group had felt this should be omitted until this was <br />clarified by Eric or the IBCC. Mike Hackett requested that since this topic had <br />received so much attention at the last meeting that there be follow up on the <br />matter. <br />. Mike Hackett also raised the matter of indemnification of the two representatives <br />to the IBCC and Roundtable Members, since the Roundtable was essentially <br />dealing with issues affecting two very potentially contentious issues: water and <br />money! There was discussion on this matter. Essentially the Roundtable could <br />not realistically provide such indemnification without broader state support. Eric <br />was asked to seek clarification on the matter of indemnification. <br />. The provisions regarding "Telephonic Meeting" and having a "Mailed in Vote" <br />were struck, as it was felt that it would be very unlikely they would be required <br />and the application of such measures would be cumbersome because of the <br />number of Members on the Roundtable. <br />. Rio stated that the Bylaws group had not felt comfortable regarding the section <br />of the proposed Bylaws, "Article VIII Roundtable Powers". This addressed the <br />powers vested in the two representatives to the IBCC. Currently, it was not clear <br />as to what role or authority theses two representatives should have. There was <br />discussion on this matter. Eric reminded the meeting that the Act specifically <br />addressed that the Roundtables would be functioning under existing Colorado <br />Water Law and the Act did not in any way change existing Water Law. Eric <br />further clarified that there was a distinction between a water sale / purchase <br />between individuals over which the Roundtable would not have any authority, <br />versus a proposed project that might affect other basins, in which case the IBCC <br />could provide a venue for such a project to be discussed, and potential <br />agreements made. It was decided to leave this matter open for further <br />discussion, clarification, and input by the IBCC. Mike Hackett suggested that <br />Eric's office consider this matter and that it might be appropriate for all of the <br />Roundtables to have the same language in their Bylaws regarding this matter. <br /> <br />CSU Extension Services - Marvin Reynolds: Marvin said that under the Act, CSU <br />was to provide support to the Roundtables. He made a presentation of the services <br />available to the Roundtable. He emphasized that the recent creation of the Colorado <br />Water Resource Research Center essentially provided him with a "one shop stop" <br />access to the CSU resources. He said that negotiation training, facilitation services, <br />and education / outreach materials were available. He said he could be contacted (719) <br />852-7381 or marvin.reynolds@colostate.edu . <br /> <br />Rio Grande History - Mel & Camilla Getz: Mel described the work he and Camilla <br />had done in the preparation of the materials, which could be used as references and <br />which include information such as historical flows. He also said that the section on <br />reservoirs, and their operation in reference to the Rio Grande Compact, would be a <br />good introduction to some of the Compact issues.
