<br />Interbasin Compact Committee <br /> <br />Rio Grande Basin Roundtable <br /> <br />Meeting Minutes - 2:00 PM January 10, 2006 <br />Adams State College, Alamosa, Colorado <br /> <br />Attendees: See separate record. <br /> <br />Mike Gibson opened the meeting at 2:10 P.M. (Ray Wright, Interim Chairperson, had <br />sent his apologies for being absent due to family reasons.) <br /> <br />Various documents were distributed to the attendees, including copies of materials <br />prepared by Eric Hecox, Manager, Office of Interbasin Compact Negotiations, covering <br />"Proposed Agenda for 2006", a listing of educational topics and resources, and a history <br />of Rio Grande water prepared by Mel and Camille Getz. <br /> <br />Approval of Minutes, Meeting of November 9, 2005: Mike Hackett moved to approve <br />the minutes. Seconded by Mel Getz. Passed unanimously. <br /> <br />Introductions: Everyone present introduced themselves and their affiliations. <br /> <br />Non-Voting Members: Mike G. introduced the proposed Non-Voting Members that had <br />been discussed at November 2005 meeting. The Non-Voting Members were from the <br />federal agencies that held water rights in the basin: Peter Clark, USFS; Mike Blenden, <br />USFWS; Fred Bunch, USPS, and Jim Rhett, BLM. Mike Hackett moved that these <br />members be appointed to the Roundtable. Seconded by Doug Shriver. Passed <br />unanimously. <br /> <br />John Shawcroft asked if the Roundtable could be a forum to discuss the actions and <br />proposed actions of the federal agencies, including the issues associated with the South <br />Western Willow Fly Catcher and its habitat. Eric responded that if the Roundtable felt it <br />was appropriate he saw no reason such discussion could not take place. <br /> <br />Planning for the Upcoming Year - Eric Hexoc: Eric presented an overview of <br />the"Proposed Agenda for 2006", stating that these were his thoughts on issues the <br />Roundtable might address in the future. He noted the items that the Roundtable was to <br />consider based on the provisions of the Act (HB 05-1177); these included the Needs <br />Assessment and a Public Education and Outreach effort. He also noted the Services <br />available to the Roundtable, including those from his office and CSU Cooperative <br />Extension.
