<br />North Platte Basin Roundtable Meeting 3-27-07 <br /> <br />use estimates were discussed including the Penman-Montieth method. Bob noted that CWCB task order <br />#59.1 calls for the development oflocally calibrated Blaney-Criddle crop coefficients to address <br />elevation variation. Several members of the NP Roundtable raised questions as to how representative <br />these various methods are to the North Platte River Basin. Group agreed that we will look at what data <br />CDM comes up with initially, will discuss and consider it and then decide how to move forward with <br />this task order. Ifwe decide that it is important to collect data more specific to the North Platte Basin, <br />we will decide whether to move forward to have a project completed to collect basin specific lysimeter <br />data. The group recognizes, as we have learned in previous meetings, that the upper Gunnison <br />contracted through CSU for a project of this type and such lysimeter placement projects are quite <br />expensive. We definitely need to know if we have reason for concern prior to moving forward with <br />such a costly project. Big question is what are the impacts, especially financial, to our county if <br />coefficient standards change? Bob notes that "better information" might prompt changes in coefficients. <br />He asked the group whether we have joined SPWRAP yet? Kent reports that, based on agreements <br />made prior to existence of SPWRAP, Jackson County Conservancy District has been able to join <br />SPWRAP at the rate of approximately $550/year to cover all existing water activities. Municipal <br />coverage may be a different matter requiring a different level of membership. <br /> <br />Task Order # 1: QuantifY unappropriated water available in the North Platte River basin. This <br />includes identifying unappropriated water for all beneficial uses and will require quantification by <br />tributmy at various locations and time of the year. <br />Regarding this task order, Bob notes there is a memo on SPDSS referring to key diversion structures and <br />gauges and how to model our basin. Part of the information from Divisions 6 and 47 has overlays <br />accessible on SPDSS website. Bob comments that CDM should be able to run a simplified point model <br />for our basin to develop estimates based on existing gauges. They should be able to create an overview <br />based on the existing SPDSS model they have to estimate unappropriated water for different time <br />periods and different flow levels enough to "give us a snapshot". Estimates it will take CDM 4-6 weeks <br />to complete this to be able to provide us some data to review and decide if we want to further expand on <br />it. Scope of work may be ready by the next meeting for this task order. <br /> <br />Potential North Platte Basin Water Supply Reserve Account Projects <br />Kent distributed a copy of a page from our NP Roundtable November 28 minutes, which includes a list <br />of potential projects we might want to have completed in our basin. He noted that several of these items <br />have been submitted as task orders for the needs assessment. Kent asked the group to look over this list <br />again in an effort to focus on possible projects for our basin. <br /> <br />One project that Kent suggests we seriously consider as excerpted from the November 06 minutes: <br />. Work with Riverside Technology to refine satellite imagery data to accurately define current irrigated acreage in the <br />North Platte River Basin. As recommended in SPDSS Draft Memorandum for Spatial System Integration <br />Component, Task 9l, transfer irrigated parcel boundaries on District 47 aerial photos into a digital format. The <br />SPDSS irrigated parcel boundaries provide a good starting point; however, the parcels do not contain all of the <br />information provided on the District 47 aerial photos. To completely reconcile the SPDSS parcel boundaries with <br />the District 47 data would require additional effort and should be accomplished by someone familiar with the <br />irrigated areas. The water commissioners have this extensive knowledge, and working with individuals having GIS <br />expertise, the SPDSS data could be utilized to create an accurate GIS digital data base. <br />Dirk Ramsey agreed to work with the Town of Walden to address the following project as excerpted <br />form the November 06 minutes: <br /> <br />3 <br />
