Motion
passed.

Water Supply Reserve Account Update/Action by CWCR
As requested by the Roundtable, Kent sent a letter to Eric Hecox including our basin Task Order
request. A copy of the letter was distributed to members. Carl Trick reported on action during the
March CWCB meeting. They reviewed 20 applications for basin and statewide accounts. Carl said that
the CWCB had good discussion and felt that all the applications needed more work and were not
complete. IBCC and CWCB let applications go through and accepted projects for funding with the
condition that Rick Brown would work with Roundtables to improve the proposals. Two proposals were
withdrawn before the meeting. Approximately $4 million were funded for projects. Carl commented no
requests were received for projects in the North Platte basin. He noted that the Jackson County Water
Conservancy District is probably limited by TABOR and may need to consider "de-Brucing" before
they can accept funding for a proposal. Some conservancy districts have created "enterprise entities" as
a tool to allow them to accept funding. The Board of County Commissioners could submit project
proposals and this has been done in other counties. He emphasized that we have $1 million to spend in
our NP Basin account and that the money will eventually go back into the state account if we don't
utilize it in our basin.

Kent asked if any member would like to sit on a Needs Assessment committee and a Water Supply
Reserve Account Committee. Sandy asked what this would involve and Kent noted that it's difficult to
say how much time and commitment would be involved. As outlined by CWCB communication, CDM
consultants will meet with needs assessment subcommittee two times in person and two times via
conference call during March 2007 through June 30, 2007 to complete the Task Orders. Those
volunteering for the Needs Assessment Committee include Rick Wyatt, Dirk Ramsey, Ty
Wattenberg, Tom Hackleman, and Jimmer Baller. Carl and Kent agreed to sit in as advisors.

1
