watching process evolve. Eric thinks that as we move forward, he expects the top down
perception will lessen and that his role is to provide resources.

Eric related how some of the other Roundtables had been progressing. He reiterated that
Basin Roundtables can decide how to proceed. Some roundtables do not like what SWSI
did. Roundtables can decide what technical expertise you need to draw from. He
suggests we think more broadly beyond meeting to meeting toward what we wish to
accomplish in the next 6-9 months. Take time between now and mid-summer to educate
ourselves on research and technical base. Might be valuable to do our own presentations
related to various interests within the basin. We are in an education and information
gathering phase and going through that will help us gel as a roundtable.

Expect that our needs assessment from this basin will be less complex. We will have
charters and alternatives to react to from Phase 2 SWSI. We expect appropriations
fOlihcoming to help move process alone. No regulatory sticks but are hoping to capture
funding resources to proceed with identified research needs. Eric goes to most
roundtables. March 3 is the next meeting of the State IBCC.

It is critical that IBCC representatives gather input from basin roundtables. IBCC still
hopes to move fast and focus on areas where there is disagreement and iron out those
sections. Facilitators are setting up a comments sub-committee and they will pull
summary documents together.

NOlih Platte Roundtable will have another meeting Feb 22 at 1 pm in the FS conference
room. Kent and Carl, as the IBCC representatives would like the group to consider and
discuss ideas regarding the draft documents of the IBCC. Consider the following
questions.
Where do you agree with what is already written?
Where could you agree with what's written with minor modifications?
Identify areas that you think need more information before we can write it?
What parts of the documents do you disagree with?

Deb Alpe will submit the minutes to Eric and he will post them on the DNR website
under our roundtable section at www.dnr.state.co.us.

Kent noted that during our Feb 22 meeting we will attempt to set up a regular meeting
time and day or at least set up our next six meeting of the North Platte Roundtable.
