<br />North Platte Basin Roundtable <br />Meeting Minutes 2-9-06 <br />3-5 pm, Parks District USFS Conference Room <br />Submitted by CSU Extension Agent, Debbie Alpe <br /> <br />Members Present: Please refer to participant sign up list <br /> <br />Due to inclement weather and travel concerns, Chairman Kent Crowder suggested we <br />change the agenda to accommodate the SWSI Presentation given by Susan Morea of <br />CDM. <br /> <br />SWSI Presentation <br />Susan Morea distributed PowerPoint notes and Eric Hecox noted that this presentation <br />will be posted on the Department of Natural Resources website in the IBCC section. In <br />addition to the PowerPoint, Susan made several additional points worth noting in <br />minutes. <br />. Several of our North Platte Roundtable members participated in the local SWSI <br />meetings and are well informed of that process and the report. <br />. The current water needs assessment report refers "identified projects and <br />processes" (IP&Ps) Susan noted that the data presented does not recognize an <br />estimated 25% error due to failed IP&Ps, therefore the gap in future water <br />demand is now estimated to be 25% larger than is illustrated in the SWSI repOli. <br />. SWSI Phase 2 Technical Roundtable Process in currently in progress. There are <br />three roundtables meeting: Water Efficiency (divided into Municipal and <br />Industrial-M&I and Agricultural); Alternatives to Permanent Ag dry-up; and <br />Prioritize and Quantify Recreation and Environmental Use. <br />. Susan noted that, to date, Agricultural stakeholders have been missing in the <br />Water Efficiency Roundtable. Considering agricultural needs represent the <br />largest sector demand in Colorado, missing ag stakeholders represents a critical <br />participant void in the process. <br />. CWCB continues to suppOli the SWSI process and expects it to continue as the <br />technical arm ofIBCC. It is anticipated that more funds may become available to <br />address research needs as identified through the HB 1177 process. <br />. Eric Hecox noted that the DNR does recognize the SWSI repOlis as a common <br />technical platform for the IBCC Roundtables to use as baseline data. <br /> <br />By Laws Committee <br />Kent distributed the DRAFT set of by-laws. He noted that since the committee met to <br />write the first draft, he and others had noticed several sections that seemed to need more <br />work. Eric assured us that there is not a required timeline for our roundtable by-laws to <br />be complete, but they are more interested in knowing we are moving forward and making <br />progress. <br />. Preamble... what does participatory democracy mean? Eric answers that it refers <br />to the stakeholder make-up and participatory process we are engaged in. <br />. Article I. Section 2. Purpose/Mission. Rewrite to note... to coordinate and <br />facilitate the appropriate lIse qfNorth Platte (instead qfthe state's waters). <br />
