<br />North Platte Basin Roundtable <br />Meeting Minutes 2-22-06 <br />1-4 pm, Parks District USFS Conference Room <br />Submitted by CSU Extension Agent, Debbie Alpe <br /> <br />Present: 10 members and one guest. See sign up sheet for names. <br />Rick motioned to accept minutes of 2-9-06 meeting and Paula seconded. Motion passes. <br />Purpose of the meeting is to discuss IBCC drafts prior to Kent and Carl's attendance at the IBCC <br />March 3rd <br /> <br />Draft Charter Recommendations <br />Refer to the 4 questions from the 2-9-06 minutes Kent posed to lead the discussion. <br /> <br />Preamble: <br />. Need to reiterate that language in underlined sections is directly from statute. <br /> <br />II. Foundational Legal Principles: <br />. #4. What is takings protection.. .just compensation? Colorado has pretty good statues on <br />takings. This is right out ofHB 1177. Takings are for public good only. Afforded by the <br />Colorado Constitution. <br />. A discussion ensued regarding the definition of consumptive use. <br />. Question-- When IBCC talks about adopting in the statutory language, is the current <br />system we're working with OK? Critical that the appropriation system we have must <br />stay in place, in tact with nothing superseding it. <br /> <br />III. Foundational Guiding Principles <br />. #4. Change last word to approval rather and consensus. <br />. #5. Only addresses Ag water and perhaps should include all water. Recognize that <br />transfer of ag water is the big topic. When these principles were developed through the <br />Club 20 group they were focused only on Ag water. Suggest striking word Ag out of#5 <br />to include all water uses. <br />. #5c. What does the word "adequately" mean? <br />. #6. Are these all non-consumptive uses. After a long discussion it was decided to leave <br />it up to our reps Kent and Carl to interpret concerns regarding non-consumptive uses. <br /> <br />IV. Roles of the Committee <br />. #7. Additional 2 additional roles. One should be an educational role and the other a role <br />to develop proceduresfor rat[fying compacts or other agreements between basins... etc. <br />as on p. 7 section X <br /> <br />V. Use of the Negotiation Charter <br />. #2 Use language directly between the roundtables involved. <br /> <br />VI. Negotiating Framework <br />1. Use language--Members qfthe IBCC. <br />2. Do not want to use consensus, prefer majority vote. <br />
