<br />North Platte Basin Roundtable Meeting 9-26-06 <br /> <br />the photos and data with that the South Platte group is formulating. It is evident that <br />updated photos and imagery are needed to improve estimate accuracy. <br />. Non consumptive uses include environmental and recreation uses. The next IBCC <br />meeting is in Steamboat Springs on October 18th and after the IBCC meeting the <br />Yampa/White Basin Roundtable will host a presentation from the Environmental and <br />Recreation group of SWSI II. In addition, the DOW will be presenting their maps and <br />data files for GIS layers that they can make available for roundtables. They will also be <br />identifying where they have gaps in information. Kent encourages everyone to attend <br />and will send time and meeting details out for those interested. <br />. The engineering firm to be hired for technical assistance has still not been selected. As <br />soon as they are hired, we will invite them to meet with us to help us move forward to <br />formulate our needs assessment and submission of task orders. <br />. We again emphasized the need to find out how much, where and what time of year we <br />may have unappropriated water in the North Park River Basin. <br />. We will address gaps of information regarding all consumptive and non-consumptive <br />uses in the needs assessment. <br />. Questions arose and lengthy discussions ensued regarding concepts such as minimum <br />stream flows, the process for filing unappropriated water, augmenting flows to enhance <br />stream habitat, adding a beneficial use to adjudicated uses, water storage, diversions, <br />etc. Points raised emphasize the need to go through the proper procedures to acquire <br />permits and permission to proceed with projects. These questions also emphasize the <br />need for more education on these topics in order for us to gain a better understanding of <br />feasible projects to consider for this basin. <br /> <br />Regarding potential projects, it is expected that our needs assessment will reveal projects <br />important for us to pursue or consider. It's likely we will have a good handle on what projects <br />will be brought forward. As a roundtable, we should be thinking of potential eligible applicants <br />to bring projects forward for consideration. Any projects we do in the North Platte Basin will <br />benefit our basin and will also benefit the State of Colorado. <br /> <br />IBCC Report to the Legislature <br />The IBCC will submit a progress report to the Colorado Legislature by Oct 31. Kent shared an <br />outline of what is requested in the report. All Roundtables are encouraged to submit basin <br />progress reports to be included in the IBCC report. Our North Platte Basin Roundtable agrees <br />we should submit a report. The repOli will include progress made on developing our operating <br />procedures, a description of educational efforts, progress toward our needs assessment, items we <br />will likely request in our task orders to the engineering contractor when they are secured and any <br />other information or major issues we want to include. Kent Crowder, Deb Alpe and others who <br />wish to participate will work on a 2-3 page report addressing these items and will submit it to the <br />IBCC by October 13th to be included in the IBCC progress report to the Legislature.
