North Platte Basin Roundtable Meeting 8-22-06

. How would coal bed methane impact water supply? Water produced from energy
development may raise quality and quantity issues.
. In stream flow rights-are there places where in stream flow rights could be filed
without injury to senior rights? A sub-basin level analysis would provide this
information.
. Climatology data might provide insights as to trends that potentially could impact
future flows on the North Platte.

Education
Kent distributed a message from the recently formed IBCC Public Education and
Outreach working group. Our Roundtable thinks that educating ourselves is truly the first
step and then we can facilitate educating the public on water issues. The following points
related to education were made.

. A website might be useful to gather public comment and utilize it as deemed
appropriate.
. Everyone should become a member of the Colorado Foundation for Water
Education so they can receive their informative publications. Their website is
www.cfwe.org. Perhaps the IBCC could pay for those memberships. Some
members are already receiving the CFWE publications.
. The North Platte Roundtable will start scheduling Y:z hour presentations at the
beginning of every meeting designed to educate us as members of the Roundtable.
. Erin Light, our Division of Water Resources liaison will provide the first
presentation on the United States Supreme Court Decree during our next meeting.
Eric Wagner is willing to provide some written information that might help
everyone grasp the importance of the US Supreme Court Decree.
. Other topics to address are consumptive uses in the North Platte Basin and the
methodologies and formulas used to determine amounts of consumption, the
Three-State Agreement, and Conservancy District presentations.
. We will invite Jim Dustin to attend some of our meetings where presentations will
be given.

We discussed potential meeting times and days. Meetings will be held either the 1 st, 3rd,
th d I st nd rd I d '11 I d I' b
or 4 Tues ay or t Ie l' , 2 , or 3 T lUrs ays.
