John Rich seconded the motion. Motion passed. <br /> <br />Dra./f Criteria and Guidelines <br />Kent Crowder entertained comments and questions from the roundtable regarding <br />Revision 4 of the Water Supply Reserve Account Criteria and Guidelines. The next IBCC <br />meeting will be in Alamosa on Sept 12 where the IBCC will have further discussion of <br />the draft Criteria and Guidelines. Kent will send out the meeting notes of the IBCC <br />meetings to roundtable members so that we can review the discussions related to the draft <br />Criteria and Guidelines. It appears the CWCB/IBCC committee incorporated about half <br />of our recommendations during the July 31 meeting. Generally, the draft looks pretty <br />close to being complete. North Platte members had a few comments as follows: <br /> <br />Carl Trick stated that we still don't know if payments on loans from the Account that <br />would be paid after June 30,2010, go to the CWCB or back to Operational Account of <br />the Severance Tax Trust Fund? Where will all the money coming in as payments on <br />loans go after June 30, 2010? Kent expects that we are in the first four years of what <br />will become a continuing program and does not think the program will end in 2010 if it is <br />successful. Carl expressed that he does prefer grants to loans, but that loans may be more <br />preferable if money can be accessed for longer period of time. <br /> <br />There was discussion regarding the evaluation criteria still requiring a conservation plan <br />because the North Platte RT had commented that small entities may not have any type of <br />conservation plan in place because they may not feel that it is necessary or required. <br />After discussion, the members agreed that the evaluation criteria language "The applicant <br />has an existing water conservation plan" was not so restrictive as to prevent smaller <br />applicants from applying for funding. <br /> <br />1 <br />
