Dirk Ramsey moved to approve the North Platte Basin Roundtable minutes of July 28,
2006. John Rich seconded the motion. Motion passed.

Dra./f Criteria and Guidelines
Kent Crowder entertained comments and questions from the roundtable regarding
Revision 4 of the Water Supply Reserve Account Criteria and Guidelines. The next IBCC
meeting will be in Alamosa on Sept 12 where the IBCC will have further discussion of
the draft Criteria and Guidelines. Kent will send out the meeting notes of the IBCC
meetings to roundtable members so that we can review the discussions related to the draft
Criteria and Guidelines. It appears the CWCB/IBCC committee incorporated about half
of our recommendations during the July 31 meeting. Generally, the draft looks pretty
close to being complete. North Platte members had a few comments as follows:

Carl Trick stated that we still don't know if payments on loans from the Account that
would be paid after June 30,2010, go to the CWCB or back to Operational Account of
the Severance Tax Trust Fund? Where will all the money coming in as payments on
loans go after June 30, 2010? Kent expects that we are in the first four years of what
will become a continuing program and does not think the program will end in 2010 if it is
successful. Carl expressed that he does prefer grants to loans, but that loans may be more
preferable if money can be accessed for longer period of time.

There was discussion regarding the evaluation criteria still requiring a conservation plan
because the North Platte RT had commented that small entities may not have any type of
conservation plan in place because they may not feel that it is necessary or required.
After discussion, the members agreed that the evaluation criteria language "The applicant
has an existing water conservation plan" was not so restrictive as to prevent smaller
applicants from applying for funding.
